我国警察外交的兴起、内涵及动因初探

全球化背景下,安全威胁尤其是非传统安全威胁日益成为世界各国共同面临的现实性挑战。警察外交作为我国一种新兴的外交形态,体现了我国外交活动日益多样化、立体化的发展趋势。进一步发展警察外交,是我国总体外交战略的根本要求,也是公安工作创新实践的必然结果。文章基于对当代外交发展现状的认识,对我国公安工作实践领域当中存在的外交活动进行了界定,提出了警察外交的概念,并对其内涵及兴起的动因进行了探讨分析。

Initial Exploration on the Rise, Connotation and Motive of Chinese Police Diplomacy

Security menace ,non-traditional ones especially ,has gradually become the difficulties and challenges every country is facing all over the world in the context of globalization. As a newly emerging diplomatic form, police diplomacy embodies the developing trend of increasingly diversified and three - dimensional diplomatic activities. To develop police diplomacy further is the fundamental demands of Chinese general diplomatic strategy and the necessary results of innovative practice in public security work. Based on the understanding of the developing status of contemporary diplomacy,the article defines the diplomatic activities in Chinese public security work, puts forward the concept of police diplomacy and analyzes the connotation and motive of police diplomacy.
