| 摘 要： | 科学发展观是对传统发展观包括经济增长发展观、综合发展观和可持续发展观的反思与超越。科学发展观正确地回答了“怎样才能更好地发展”的问题。从发展伦理角度看，科学发展观蕴含着以人为本、公正平等、和谐共处的伦理思想。

| Abstract: | Scientific development concept,as the reflection and transcendence of traditional development concept including development concept of economic growth,concept of comprehensive development and sustainable development concept,correctly answers the question of 'how to develop better'.It contains such the ethics ideas as people first,fairness and justice and harmonious coexistence from the view of development ethics. |
