| 摘 要： | 防止利益冲突是预防腐败的有效制度,从国外的经验看,较为完善的防止利益冲突机制都有立法保障,且注重信息公开与社会监督。我国关于防止利益冲突方面的规范不够系统,实施效果也不尽人意。因此,构建我国防止利益冲突制度应解决几个核心问题：即在法律框架下确立防止利益冲突制度,财产的申报与公开及强化社会监督。
