Human civilization has been transforming from agricultural civilization to commercial and industrial civilization since 1500.Commercial and industrial civilization has many characteristics and advantages that agricultural civilization does not have.Its most prominent feature is that commercial exchanges dominate industrial production,technological development and interpersonal life.The process of commercial and industrial civilization’s formation and development is a complex process of legal reform,which mainly shows in the legislation of formulating the constitution,reforming the criminal law,civil law,and procedural law to protect people’s lives,property,personal freedom and freedom of spiritual belief from 1500 to 1850,the legislation of popularizing workers’voting rights,improving workers’working conditions,improving workers’treatment,compulsory education,and guaranteeing workers’welfare in various countries from 1850 to 1980.The significance of the legal reform of commercial and industrial civilization is to advocate the value of freedom and recognize the inevitability of the existence of relative inequality,and at the same time to restrict the power of state and wealth by law to ease the social contradictions as far as possible,to meet the interest requirements of the bottom of the society relatively,and to continue and develop the production and life style of commercial and industrial civilization.
