论中国公民在国外的刑事保护

随着对外开放及“走出去”方针的实施 ,中国公民出国人数剧增 ,但公民在国外的人身安全问题也应提上议事日程。本文系统地分析了中国公民在国外面临的刑事侵害因素、受到刑事侵害的成因 ,总结了有关国家依法保护中国公民的成功经验 ,提出了奉行人民外交政策 ,推进对国外公民刑事保护的对策。

On Criminal Protection for Chinese Citizens in Foreign Countries

With the implementation of "Opening to the outside world" and "Going out" policies, the number of Chinese citizens going abroad increases rapidly however, the personal safety of them in foreign countries has not been raised on agenda. This article systematically analyzes the criminal harmful factors that Chinese citizen may face and receive in abroad, summarizes some successful experiences for protecting Chinese citizens legally, comes up with the people's independent foreign policy and carrys forwards protective countermeasures for citizens in foreign countries.
