摘    要:作为一项从西方引入的人事制度,政府雇员制在中国存在着许多执行困境:改革制度的最初愿景与执行手段的实际效用存在事实相悖、现有制度的内容涵盖与新进制度的责权归属存在交叉或矛盾、组织机制的稳定性要求与制度引发的无定性流动存在内质背离、政府职位的“公共性”与雇员本身的“自利性”存在利益冲突。政府雇员制在中国的理论完善与实践研究,必须从这些引发根本性问题的困境出发,寻找合适的改革对策。
