公共物品的私有产权基础

公共物品的传统定义存在缺陷 ,应该从交易成本入手来界定公共物品的概念。在公共物品的资源配置领域不存在无限制的公共产权 ,私有产权事实上是解决公共物品资源配置问题的基础。政府在公共物品提供过程中发挥着重要作用 ,但政府不可能是所有公共物品最佳或唯一的提供者。合理界定政府提供公共物品的范围必须尊重市场经济条件下人们自由交易的权利和规则。

Private Property Right Base of Public Property

There is shortcoming in the traditional definition of public property. We should define the conception of public property from the point of view of business cost. There is not limitless public property right in the field of resources distribution of public property. Private property right actually is the base of solving the problem of public property resources distribution. The government, which plays a key vole in the provisional course of public property, but it impossibly turn out to be the best or the only provider of all public property. To define reasonably the scope of property that is provided by the government, we must pay regard to freedom of people in trading right and rule under the circumstances of market-oriented economy.
