| 摘 要： | 冷战后,国际人权保护成为国际社会广泛而深刻的议题,人权争议变得更加激烈,联合国人权保护作用和国际人权干预能力遭到质疑。联合国人权保障机制面临着诸多难题,其原因主要是体制的非平衡性、天然的妥协性、价值的工具化倾向。

| Abstract: | After the Cold War, international human rights protection has been discussed broadly and deeply in the international community. The dispute on human rights is getting hotter. UN's function on human rights protection and its ability to interfere with the international human rights meets doubt. UN's mechanism of human rights protection was faced with difficulties of some kinds. The reason lies mainly in the unbalance of the mechanism, and its inborn tendency towards compromise, and its instrumental tendency of value. |
