对“店口外派警务”模式的调查

店口镇经济发达,外来人口大量流入和聚集,给其社会治安管理带来了巨大压力和不可避免的负面影响。当地党政领导和警方,针对贵州、江西两省民工流入较多,提出了“聘请外地警察协管外地人”的思路,邀请贵州遵义、江西永丰公安机关派出警力驻诸暨店口协助维护治安,建立外派警务模式。店口外派警务模式在现阶段有其现实意义,但也存在许多问题,从根本上说,外派警务模式并非解决外来人口所产生的社会问题的理想模式,应探索更有效更完善的管理模式。

According to the fact that inburst of workers from other provinces,especially form Gui Zhou province and Jiang Xi province,has caused some unavoidable negative effects to the local order,the governmental leaders and local police forces of Zhu Ji City,Zhe Jiang province,the cradle of famous "Feng Qiao Experience",invited the police forces from Zun Yi and Yong Feng to help maintaining the public security and set up the pattern of" police service sent by other areas".This pattern has its practical significance at present stage,but many problems exist as well.Radically,this pattern is not an ideal pattern to solve the social problems caused by population came from other areas.The more effective and perfect pattern should be explored.
