论信息不虞和警务督察信息化的实现

警务督察的信息化是公安工作现代化的重要课题。由于信息不虞具有普遍性、不虞性、背反性和失控性等特征,使信息不虞现象在警务信息化工作中大量存在,这些"不虞"现象以督察信息绝对数量激增而相对质量不高、信息表象与实质背反、督察信息空间的广域和信息壁垒的存在、督察信息分布的无序和利用的有序等四种形式表现出来。克服这种不虞现象可从提高警务督察人员的信息素质、整合信息资源、建设规范的信息系统、创新运行机制与内部管理等方面入手。
