Strategic Conception of Introducing the Mechanism of CIO into the Public Security Organs' Information Construction and the Approaches Designing

CIO （Chief lnfnnnation Officer） are becoming a vital force in the administrative departments of public security organs as capable compound talents with advanced management experience and information technology. The public security organs＇ information construction is important, complicated and hmg-lasting, so introducing the mechanism of CIO has become an urgent demand. The author puts forward the approaches as follows： establishing the mechanism of CIO, implementing talent strategy and buihting educational resource platform, adopting new appointment system, establishing new personnel management, cultivating qualified leading CIO with profound knowledge and extensive background in information construction, and further promoting the public security organs＇ information construction.
