| 摘 要： | 盘活现有警力资源，是解决当前警力不足的重要途径，也是搞好“三基”工程建设、推进警力下沉、实现警务效能最大化面临的重要课题。在目前不能大幅度增加公安编制和经费的情况下，要想提高警务效能，必须从挖潜入手，盘活现有警力资源，科学整合警力，以适应社会治安形势发展的需要。

| Abstract: | Revitalizing the existing police force resources is not only an important way to solve the problem of inadequate police force, but also an important task to fulfill in "three basic level" project buildup and maximizing the police efficiency. To improve the policing efficiency under the present condition, we must revitalize the existing police force resources and readjusting police force scientifically in order to meet the needs of the development of social public order. |
