Security contract system just appeared in recent years in the field of public security. Its essence embodies socialization and marketablization of social security. Western countries such as Great Britain and the United States have advanced private police affairs of which police affair contract is a major form. Private police affairs and security contract have their theoretical basis: new classical liberalism, new public managerialism and public optional theory. Some questions in security contract system should be paid more attention to, such as questions of service scope and reflection caused by marketablization.
