| 摘 要： | 贫困的根本原因在于人力资本积累不足,在于智力结构的低层次性。目前我国西部少数民族地区仍没有摆脱贫困的制约,其重要原因在于没有认识到人力资本与反贫困的特殊关系。只有人力资本积累的大幅度增加,反贫困才能取得真正实效。这是西部少数民族地区反贫困的一种理性战略选择。

| Abstract: | The real causes of poverty are inadequate human capital and poor intellectual structure.At present,poverty still remains in the minority areas of west China,which results mainly from a poor understanding of the relationship between human capital and poverty-eradication.Only through quick accumulation of human capital can poverty-eradication go on effectively and smoothly,which is also a rational strategic choice for the poverty-eradication in the minority areas of west China. |
