| 摘 要： | 长期以来 ,中国人口呈现数量多、素质低的状况。在就业方面 ,中国目前存在着结构性失业问题 ,但是更为严重的问题还是劳动力的供给总量大大超过了市场需求。解决这一问题 ,既需要政府采取一些战略性措施 ,也需要政府采取一些能够直接创造就业岗位的措施 ,如建立新型的学徒制度 ,建立灵活就业的组织协调机构 ,以微型公共工程实施以工代赈等

| Abstract: | For a long time,there has been a large population,while the average educational level of the people is relalively low in China.Currently,besides structural unemployment,another serious problem in respect of employment China is facing is the excess of the total volume of workforce supply over demand.To solve this problem,the Government should adopt both the strategical measures and the measures creating jobs, such as establishing a new system of apprenticeship an organizational and co-ordinational organ for flexible employment,and implementing work relief. |
