公共危机治理中的政府责任

人类已进入一个全球风险社会的时代,风险和危机业已成为社会常态。如何治理各种风险导致的公共危机已成为各国政府面临的严峻挑战。政府无法单枪匹马地应对各类公共危机,必然需要各类治理主体的协同共治。政府还担负着公共危机治理的重要责任,主要是公共危机治理的掌舵性责任、风险预防的前瞻性责任、各方协同共治危机的统筹协调责任以及承担公共危机治理失败的最大责任等。要促使政府尽责,建立公共危机治理的政府责任机制。

On Government Responsibility in Public Crisis

Mankind has entered the era of a global risk society,and risk and crisis have become the norm in society.How to control the various risks resulting from the public crisis has become a serious challenge governments are facing.Government can not single-handedly deal with all types of public crisis,so it is required necessarily that the various governance bodies rule cooperatively.However,the government still bears the important responsibility of public crisis—mainly at the helm of responsibility,forward-looking risk prevention responsibility,a co-ordination responsibility,and bearing the greatest responsibility for the failure of public crisis.To urge the government to their duties,we shall establish government accountability mechanisms in public crisis.
