摘    要:作为一种新型的城市治理模式,城市经营通过发挥市场机制的作用来实现政府对城市公共资源的有效配置,是治理政府失灵和市场失灵的有效手段。在城市经营过程中,政府角色和职能的定位尤为重要,在很大程度上决定着城市经营的成败。现阶段,政府的中心工作应该是"掌舵",而不是"划桨";政府应强化公共服务职能,追求公共利益;政府应努力建立良好的公私合作伙伴关系;政府应建立科学的城市管理绩效考核机制。

Abstract:As a new model of the city administration,the city government disposes public resource efficiently through market mechanism by the means of the city marketing,which is an effective measure to eliminate government ineffectiveness and market ineffectiveness.In the process of the city marketing,the role and function position of the city is even more important,which decides on the success or failure of the city marketing.Recently,the government’s centre task is "to operate the rudder",but not "to paddle";the government should enhance the function of the public service and seek public Interests;the government should establish good public-private partnership;the government should establish scientific mechanism of performance appraisal for city management.
