加入《联合国反腐败公约》后构建我国反腐败国际合作机制的思考

据2001年最高人民检察院追逃会上公布的资料,有超过4000名中国外逃贪官在国外“自由主义”的天空下接受“荫护”,我国涉腐贪官外逃形势严峻。而我国反腐败的国际合作机制存在的诸多问题,如法规制定的视野不够宽,惩治腐败的法律呈现非系统化,反腐败机构具有非独立性等等。要构建我国反腐败国际合作机制必须树立国际理念,法律制定要与国际法规相契合,积极探索反腐败国际合作的便利路径,完善国内监督机制等。

Thinking of construction of China's international cooperative anticorruption mechanisms after joining the"United Nations Convention against Corruption,"

According to the information publicized by the Supreme People＇s Procuratorate in 2001,more than 4,000 Chinese corrupt officials accept protection under the sky of＂liberalism＂in foreign countries.It is of a grim situation that China°（？）s rotten corrupt officials fled overseas.China＇s anti-corruption and international cooperation mechani＇sms have many problems,such as the lack of the wide field of vision of laws and regulations,the non-systematic of the laws that punish corruption,the dependence of anti-corruption organizations and so on. To build China＇s international cooperative anti-corruption mechanisms must establish an international concept,the law should be formulated in line with the international laws and regulations, actively explore the path to international cooperation of anti-corruption,and improve domestic surveillance mechanism.
