自治化：公共物品供给方式的创新

公共物品的非排他性和/或非竞争性决定市场机制不能直接或完全的实现供给,即市场失灵,而政府的特性也决定公共物品供给的作用有限,即政府失灵,公共物品的自治化供给是双重失灵下的替代性选择,其合理性在于公共物品供给的自治化体现了“公平”与“效率”。在我国,随着社会主义市场经济的建立、政治体制改革的逐步深入以及各种自治团体的蓬勃发展,自治化已经成为公共物品供给的重要途径,并且在和谐社会构建上发挥积极作用。

Autonomy: Innovation of the Supply of Public Articles

The non-exclusive and/or non-competing public articles determine that market system can't supply directly or completely,i.e.,market dysfunction while the nature of government determines a limited supply,i.e.,government dysfunction.The autonomous supply of public articles is an alternative for double dysfunctions,which is reasonable because it shows justice and efficiency.In China,with the establishment of socialist market economy,the gradual deepening of political restructuring and development of various autonomous groups,autonomy has become an important way of public articles supply and played an active role in the building of a harmonious society.
