| 摘 要： | “个人瘦则天下肥”,只限于官员的廉洁 ,是不够的 ;必须同时建立廉价而高效的政府。为此 ,要使权力与机构同时减肥 ,人员与职能精干 ,政府“瘦”而“精”,由全能政府转变为有限政府 ,由官僚政府转变为效率政府 ,为全民提供价廉物美的优质服务。

| Abstract: | It is not enough for officials only limited to incorruptibility to make individual person poor where as the word rich.It needs to establish a low-priced and highly efficient government at the same time.Therefore,the government should reduce its right and organization simultaneously,make staff and function simple and capable.In order to provide cheap and good service,the government must be simple,must change the versatile government to limited government,the bureaucratic government to efficient government. |
