论农民结社自由与RNGO之发展

农民结社自由是农民享有的一项基本的宪法权利。农民结社自由对农民维权、发展农业生产力、推动乡村自治非常重要。RNGO是指农村非政府组织或农村民间组织，其作用主要在于推动农村民主政治建设．发展农村市场经济，满足农民多元化需求和树立农村社会新风。目前，中国RNGO的发展还存在制度上、组织上和资源上的诸多困境。政府要加强RNGO的立法和制度建设，通过多种途径引导、支持和监督RNGO的发展。

The famer＇s freedom of association is the basic constitutional right.The famer＇s freedom of association is very essential for the right-safeguarding of the farmers,the development of the agricultural productivity and promotion of the village autonomy.RNGO is also called the rural non-governmental organizations.It＇s function is mainly to motivate rural democratic political development,to de- velop rural market economy,and to satisfy farmer＇s multi-demands and to establish rural new trend.At present,there are many predicament in the system,organization and resources.The government should strengthen the construction of the legislation and sys- tem,and guide,support and supervise the development of RNGO by many ways.
