| Abstract: | Winning merit, the lenient policy, is the peculiar component of the criminal law. It runs through the whole course from the time when the offender is arrested to the expiration of the term sentence. The adjudgement whether an offender can be given lenient treatment should be made from the corpus, the subjective and objective aspects, the legal effect and so on. |
