道路交通事故"五化"防控体系的建立与实践

根据当前道路交通事故防控工作中存在的种种问题,可以考虑建立“五化”防控体系,即做到道路交通安全管理社会化、客运车辆管理户籍化、重点路段管理专业化、城市城镇交通管理科技化和交通安全管理信息查控网络化。同时在防控工作中还必须把握好七个原则,即全维统筹的原则、把握重点的原则、借力补缺的原则、地域有别的原则、标本兼治的原则、有效吸纳的原则和以民为本的原则。

The Establishment of the System of Preventing and Controlling Road Traffic Accidents and Its Practice

Based on various problems existing in current work of preventing and controlling road traffic accidents,we can consider establishing such system of prevention and control as: safety management of road traffic becoming social,vehicle management becoming registered,management of special section of roads becoming professional,traffic management in cities and towns becoming scientific and technological,inquiry and control of traffic safety information becoming network.Meanwhile,seven principles must be assured in the work of preventing and controlling,namely the principle of planning as a whole,the principle of grasping emphases,the principle of filling vacancy,the principle of differentiating regions,the principle of curing root cause and symptoms,the principle of adopting effectively and the principle of taking people as the basis.
