| 摘 要： | 新中国成立后，随着经济社会的发展，建造长江三峡大坝逐步提到了党和国家的重要议事日程，从1953年提出“三峡工程”方案到1992年国务院批准兴建三峡工程可行性报告，整整经历了中央三代领导人，历时39个年头，其决策过程几经波折，倍受世人关注。
