西部大开发中的财政投资问题及发展策略

财政投资是政府调控经济运行、缩小东西差距的一种重要手段。对西部的财政投资政策应遵循市场导向、对内对外同时开放、可持续发展、物质资源与人力资源并重、政策性与有偿性相结合等原则。要提高中央财政在西部地区投资的比重 ,对西部地区企业实行适度的投资补贴 ,加大国家财政贴息和信贷支持的力度 ,充分发挥国家财政投资的诱导作用 ,引导民间资本参与西部开发。

The Problems of the Financial Investment in the West Development and The Strategy

The financial investment is an important means for the govemment to control the economic operation and narrow disparity between the east and the west region.The financial investment policy should comply with such principles as market orientation,opening up to inner and outside world,sustainable development,laying equal stress on both material and human resource and integrating policy and benefit.Proportion in the west financial investment by the central govemment should be raised;enterprises in the west should be offered appropriate investment subsidy;national financial deducted interest and credit support should be improved;sufficient guidance should be given by the national financial investment so that the non govemmental capital can join in the west development.
