农业税取消后的县乡政府改革与政府管理创新

Abolishing agricultural tax is a good method to implementation of scientific concept of development and correct view of administrative achievement,and it is useful for construction of creditable governments with limited responsibilities and that for,by and of the people.It is also the external demand for construction of a harmonious society.We should gradually cancel,unite and standardize the present counties,cities,districts,towns and township for more rational institutional arrangement and normal functions.We should also steadily change the governmental functions in a proper system by staff decrease,institutional simplification with a motivation providing system and a compensation security system.
