预警救治恢复--政府危机管理机制探析

SARS疫情的爆发,对于我国政府是个极大的考验,从最初的仓促应战到后来的矫枉过正,充分暴露了我国政府管理体制中存在的诸多问题,我们应该从危机管理的角度,认真总结经验教训,把危机转化为工作的契机,切实推进我国政府危机管理机制的建设.危机管理不同于常态管理,有其自身的特点.依据危机周期的发展进程,危机管理机制主要包括预警机制、救治机制和恢复机制三个方面.为进一步建立和健全我国的政府危机管理机制,针对我国目前危机管理中存在的问题,当前必须努力做好转变政府职能、完善危机法律、公开公共信息以及加强社会组织建设四方面的工作.

Early Warning and Treating and Curing and Recovering--Analysis of Government Administration Mechanism on Crisis

Many issues on the government's administrative system of China fully exposed while SARS breaking out, which, for the government of China, was a terrible ordeal.Different from the normal management,the administration on crisis, with its own characteristics,involves three mechanisms: early warning,treat and cure and recovering according to the process of the crisis cycle.In dealing with the current problems in the administration on crisis, we should make efforts to do the following work well:transforming government functions,improving the crisis law, making the public information known to the public and strengthening the organizational construction of the society.
