摘    要:传统考核机制对于提高地方各级政府及其公务员的公共管理能力缺乏必要的激励作用,改革完善乃至建立新的绩效评估机制已是当务之急。新的绩效评估机制应以效率和公正性作为绩效评估的基本标准,构建组织绩效评估和个人绩效评估两大指标体系,确定评估主体,内部评估和外部评估相结合,改革和完善政府绩效评估机制。

Abstract:The traditional estimation mechanism lacks the motive effect to upgrade the ability of the public servant's public administrative management in every-level local governments,so it is urgent to reform,perfect and construct the new estimation mechanism.The basic standard of the new mechanism is efficiency and justice.The new mechanism should construct two standard systems:the organization efficacy estimation and individual efficacy estimation;define estimating subject;make both internal and external estimation and reform and perfect efficacy estimation mechanism of the government.
