走出风险投资认识误区,正确定位政府管理职能

目前政府在推动风险投资中存在着两大认识误区 :一是将政府对风险投资的支持变成了政府对风险投资项目的直接包办。存在着以计划经济的方式推动风险投资的倾向。二是误认为建立了风险投资机构就等于建立了风险投资市场。风险投资决不仅仅是一种简单的融资方式 ,而是一个新兴的市场体系。必须从推进风险投资市场体系发育的高度 ,正确定位政府的角色。政府应该从完善法规、创造环境、推进科技体制改革、建立市场机制等方面推动风险投资事业的健康发展。

The author indicates that we should pay attention to two points: first, the government shouldn′t manage the venture investment project directly and push the development of venture investment with the traditional means; secondly, the setting of venture investment company doesnt mean the building of venture investment market. Venture investment is a new-emerging market system but not purely funding measures. The government should position itself correctly. It is imperative for the government to perfect rules, create settings, push the reform of scientific and technological system and build market mechanism and so on so as to push the healthy development of venture investment in the end.
