| 摘 要： | 本质安全理论是当代安全科学技术的重要成果,体现了安全管理已经由被动型向主动型转变的趋势。采用本质安全化的思路进行道路交通安全管理应当是一种全新的管理理念。首先构建道路交通管理本质安全化系统模型,然后阐述了系统中的每个要素的本质安全化具体途径。

| Abstract: | The theory of essential safety which embodies the changing tend from passive pattern to active pattern in safety management is an important achievement of modern safety scientific technology.It is an absolutely new managing concept to use the thought of essential safety to manage the road traffic.This article firstly constructs the mode system of essential safety in road traffic management,then discusses the concrete way of essential safety of each factor in the system. |
