| 摘 要： | 对经济和效率的追求引发了遍及全球的行政改革，近年来影响最大的是始自英国而后影响整个西方国家的新公共管理运动。本文对新公共管理的动因、特征、作用和影响进行了探讨、分析，并在此基础上总结了我国当前行政改革可以从中借鉴的一些做法。

| Abstract: | In recent years, NPM which initiated in UK, then spread to all the western countries has had the deepest influence among the administrative reforms which caused by the seeking for economy and efficiency. This article focuses on discussion and analysis of the reasons, characters and impacts of NPM. and conclude that some experience could be used for reference in our ad- ministrative reform nowadays. |
