Swiss Neutrality: From Policy to Doctrine

This article suggests that the modern discourse in Switzerland about neutrality signals a change in nature of the global understanding of neutrality from an apparently unchallengeable generic moral stance to a doctrine that requires individual policy consideration on a case-by-case basis.
