| Abstract: | The article focuses on the phenomenon of disequilibrium measurement of penalty with orientation of concept and intention for it,and rectifies confasing idea which is urgencte and practical.There are primary factors of disequilibriu m of measurement penalty,such as law situation and environment,judicature idea,t he situation of public order and the quality of government officers.The author p ut forward offective channel and measure to solve question about disequilibrium of measurement penalty and objective standard of balance measurement penalty. |
