The author holds the country could ensure the quality of notarization action and public trust in national proving power by these stipulations: the notarization organization should become social intermediary organization performing the national proving power;the setting up of notarization organization should accord with the districts; the matters including the issuing of lottery tickets should be compulsory notarized; the notarization procedure should be perfect and elaborate.
