社区服务、社区建设和社区发展，关键是后。没有社区发展，社区建设就缺乏物力驱动，社区服务就缺乏财力保障。国际上，社区建设和社区发展是两个颇为不同的概念。例如在美国，社区建设主要是指在都市住宅部领导下的社区住宅建设；而社区发展则是由联邦政府领导下的全面社会进步运动，它包含着更深刻和更广泛的意蕴。

The Ideal Investigation of Community Development

The development of community is a key factor in the service, construction and development of communities. Without it, community construction would be devoid of a material driving force and community service would lack financial guarantee. It is the crux of the matter in dealing with relations between reform, development and stability, and in dealing with relations between community service, construction and development as well. Internationally, community construction and development are quite different concepts. In the U.S., for instance, community construction is referred to as the construction of community residence under the leadership of the Ministry of urban housing, while community development means a comprehensive social progress movement led by the federal government, which involves more profound and extensive implications.
