| 摘 要： | 加入ＷＴＯ,最大的挑战是对政府工作的挑战,为保证ＷＴＯ规则在我国的统一实施,必须改革现有的行政管理体制,建立规则政府——法治政府。具体要做到:行政法制观念现代化,政府职能科学化并法定化,行政管理法治化,司法审查扩大化。

| Abstract: | In order to join the WTO, the biggest challenge we are facing is that to the work of the government. To make sure of the unitary realization of the WTO rules in our country, reform must be carried out to our present administration system. and a standardized government ruling with law should be founded as well. Concretely, we should fulfil the following terms: a)modernization of ideas on legal administration; b)scientificization and legalization of government function; c)legalization of administration; d)espansion of judicial investigation. |
