| 摘 要： | 群体性事件基本上是人民内部矛盾。因此,公安机关在处置过程中,应最大限度地运用解决人民内部矛盾的方法和手段解决问题。本文首次提出了"群体性事件柔性处置理念"这个核心观点,阐述了其提出的理论依据和现实意义,论证了刚性处置手段和柔性处置手段在处置中辩证关系。
