At present, the restrictive elements on workers democratic management can be concluded as follows: One general situation: The democratic political construction in grass-roots units are not complete; Two uncoordinations: Standardizing regulations for workers and for managers; the increasing of workers leading mind and the loss of their leading positions. Three unperfect conditions: the reform on dividing politics and enterprises; improving the situation of trade unions and the reform of the trade union itself.
