| 摘 要： | 国家公务员实现定期交流是我国干部管理体制改革、全面实施国家公务员制度的一项重要内容。目前在各级国家行政机关中已经不同程度地实现了公务员的定期交流 ,并取得了较好的效果 ,但也存在诸如人治积习太深、公务员的思想观念需要不断更新、公务员交流制度自身不完善、与其它有关制度存在矛盾之处等困难和缺陷 ,亟待解决与克服

| Abstract: | At present, all levels of national administrative organs have implemented to different extent regular intercourse of national servants, which is an important task of carrying out national cadres'institutional reform and public servants'system, and have taken good effect. However, some problems are urgent to be solved. The old inveteracy remains; servants'brains need refreshing; intercourse system is still imperfect,etc. |
