| 摘 要： | 公共政策具有工程活动的所有特征,政策活动是改造社会的工程活动。社会科学是公共政策的理论指导,公共政策是社会科学理论在实践中的综合应用。公共政策学应借鉴工程学的研究方法,实现公共政策理论与实践上的创新。
