| Abstract: | Remaking environment is a system engineering of a long term. Perfecting the rule by law is very important. The superiority of rule by virtue appears in its nature of comprehension, steady, long term and universality. Rule of virtue is not be replaced by rule of law. but they make up each other. Facing the society, the culture, and the development in our country, only ruled by virtue and law, can we remake the environment highly successful. |
