Exploration for the Basic Theory of Public Business Law

Different from private enterprises, public business has four essential features such as non-profit making, monopoly of specified district, being interfered by government and community as well as community commonality. Being aimed at the above-mentioned distinguishing features of the public business, it is the only way to establish an interior organization system and exterior interposing system of public business with differences from the tradition private enterprises, to construct a socialism marketing economy system and a legal system with Chinese characteristics.
