三元权力结构中的地方政府机构改革

中央政府1998年机构改革取得了显著的成效,最近的全国十届人大又出新举措,对国务院机构进行了调整,显示了中央改革的决心和力度。但各地政府部门经过几次的机构改革却没能走出怪圈,成效不大。十六大之后,行政体制改革将向纵深发展,而首当其冲的则是行政机构的改革。中国目前政治权力的结构实际上是三元结构,即中央政府、地方政府和民众,形成三者之间的复杂的博弈。

IOCAL GOVERNMENT REFORM ACCOMPANIED BY THE 3-PART STRUCTURE OF AUTHORITIES

The reform led by the central government in 1998 has achieved effictiverness. The council's new policies on government machinery reform proposed recently have shown its determination and strength on the reform mission. But local governments have not get out of dilemma after experiencing several mashinery reforms. After the 16th congress of the communist party of China, the administrative reform has been deepened. The machinery reform is the first to be affected in the reform process. The arthorities in China can be divided into 3 levels: The central government, the local government and the public. This causes a complex chess among the 3 aspects of benefit.
