行政执法责任制引论

依法行政、建设法治政府是我国重要的行政法治理念和目标。法治政府通常体现为责任政府，其具体体现是政府及其成员行政执法的责任。我国行政执法中存在各种背离行政执法责任的现象，因而要积极推进行政执法责任制建设，以制度的形式明确行政执法机关、执法人员的法定职权和责任，把执法行为纳入规范、制度轨道。

Carrying out government administration in accordance with law and building a government under the rule of law constitute the important idea and goal of the administrative rule of Law. A government under the rule of law usually finds expression in a responsible government. That＇s to say, a government and its members take administrative law-enforcement responsibilities. As there are lots of practices deviating from administrative law-enforcement responsibilities in China, we should make efforts to improve the system of administrative law-enforcement responsibilities, making clear the authorities and responsibilities of administrative law-enforcement agencies and their members so as to put enforcement on a standardized and institutionalized track.
