女性能力发展与和谐社会的构建

促进女性能力发展是构建和谐社会的基本要求，“以人为本”的题中之义，女性自身和谐发展的话然要求。当今社会仍存在一些阻碍女性能力发展的不和谐因素，突出表现在男女两性能力发展不平衡、能力发展机会不平等、对女性能力发展存在一定程度的歧视与偏见等方面。在和谐社会的构建中，应把性别视角纳入公共政策，改革生育保障制度；建设和谐的性别文化，培育平等的性别意识；强化教育培训，全面增强女性自身能力。

Improving Women''s Ability Key to Building a Harmonious Society

Improving women＇s ability is the basic requirement for a harmonious society, the substance of putting people first and the inevitable requirement of making women developed. Currently, there are some disharmonious factors hindering improvement of women＇s ability, which is prominently manifested in imbalance in improving bisexual ability, in gender inequality in chance to improve ability and in discrimination and prejudice against women to a certain extent. In building a harmonious society, we should incorporate gender concept into public policies, reform the birth guarantee system, develop harmonious gender culture, foster gender equality concept, reinforce education and training and improve women＇ s ability in an all-round way.
