依法治国三题

依法治国应该包括政府依法行政和执政党依法执政两个层次。前者,改革开放以来虽然取得巨大进展,但进程不及一半,而后者刚刚起步。因此,从总体情况看,依法治国仍任重道远。除了法治建设不可能一蹴而就的自身原因外,党政不分的政治体制,公民社会组织化程度低下的社会治理结构,旧的体制文化束缚,是阻碍依法治国建设深入发展的几个关键因素。须从深化政治与行政体制改革,转变体制文化和管理业务规范化建设三个层面促进依法治国。

Three Aspects of Ruling the Country by Law

Ruling the country by law includes two parts as administration according to the law and exercising state power in accordance with the law by the ruling party. The former has made significant progress since the reform and opening - up, but it still in its midway. The latter is just at the beginning. Therefore, ruling the country according to law is still a tough task. The most determinative factors that block the development of ruling the country according to law include the following three: the political system mixing the party system and government system, the unorganized social governing structure and the existing systematic culture. Ruling the country by law should be promoted from three levels: transforming systematic culture, deepening political and administrative systems reform and standardizing management transactions.
