| Abstract: | China' s accession to the WTO brings forward severe challenge to our government at all levels. Such kind of challenge embodies with prominence in the aspect of civil servant' s capability construction. For this reason, the top prionity for our government at all levels to meet WTO' s challenge has to strengthen the construction of civil servant' s capability, so as to fit with the society of market economy and the need for social management with WTO as soon as possible. |
