云南新型毒品违法犯罪形势与对策研究

2006年《中国禁毒白皮书》指出:“在我国,滥用冰毒,氯胺酮,摇头丸等新型毒品人数不断增多,已形成传统毒品与新型毒品交叉滥用的局面”。云南由于受境外传统毒品与新型毒品渗透的不断加剧,致使吸食新型毒品人数逐年增加,给云南禁毒斗争增加了新的难度,禁毒工作面临着新的课题和困难。为此,治理新型毒品违法犯罪。首先,要加强禁毒宣传教育,提高全民防范意识;二是要加强打击力度,不断地开展专项斗争;三是要加强立法,尽快出台有关司法解释;四是要切实加强对娱乐场所的管理;五是加强禁毒队伍培训,提高打击能力;六是继续加强国际合作。

On Crime Situations of the micit New - type Drugs in Yunnan Province As Well As On Its Strategic Research

It has been clearly quoted in White-cover Book of Narcotics Control in China published in the year of 2006 as stating,"There are constantly increasing numbers of illicit new-type drug abusers in China,by whom such drugs as Methamphetamine,Ketamine and Ecstasy are abused.A situation which the traditional drugs and new-type ones are overlapping abused comes into being." As both the traditional drugs and new-type drugs produced in the foreign countries are increasingly and constantly being smuggled into the province of Yunnan,numbers of drug abusers who take the new-type drugs increase annually,which imposes on drug control efforts in Yunnan new difficulties and challenges.New tasks and difficulty occur for the law enforcement officers.Therefore,drug control propaganda and education activities are in priority to combat against newtype drug-related crimes and delinquencies and the social awareness against drugs are increased;Secondly,law enforcement efforts should be enhanced and the special drug operations are organized;Thirdly,the drug legislative efforts should be promoted and the related judicial interpretations should be promulgated as soon as possible;Fourthly,management and control on the entertainment places should be practically enhanced;Fifthly,vocational trainings for the drug law enforcement officers should be organized to build up their working capabilities;Sixthly,drug control international cooperation should be continuously enhanced.
