当前公安执法存在的问题、原因及其对策——以执法质量考评为视角

当前公安执法仍存在刑讯逼供、徇私枉法、执法为钱、打击不力、量处不公、程序违法和管理缺位等一些突出问题。其主要原因是民警执法的指导思想、价值取向有偏差，执法理念落后，素质不适应，工作责任心不强。同时受执法的外部环境和条件制约。改进公安执法，应着力端正执法思想、树立先进理念，强化法律培训、提高民警素质。加强监督管理、完善执法考评，优化执法环境，加强队伍建设。
