| 摘 要： | 科学发展观与以往的发展理念相比较,实现了十大转变,即由稳定发展向科学发展的转变;由增长第一向发展第一的转变;由又快又好向又好又快的转变;由效率优先兼顾公平向兼顾效率与公平的转变;由注重GDP增长向以人为本的转变;由局部倾斜发展向全面协调统筹兼顾发展的转变;由赶超式发展向可持续发展的转变;由两个文明建设向四位一体建设的转变;由管理型政府向服务型政府的转变;由富裕社会向和谐社会的转变.把握这些转变,是牢固树立科学发展观的关键.
